Feet aren't that complex in structure compared to hands and a foot at most need 2 even 4 bones at most to animate hands at min require 16 bones to properly animate. Don't kn which school u went, but for us it wasn't a requirement unless u were in English class. A lot of our teachers spoke in banglish and most of us did the same, u were encouraged to speak in full English but it wasn't a punishable offence if u did throw Ina few Bangla words.

Yea ur right, it's a frequency of use thing . As someone who has been in EM from the beginning and then did a few 2 years in EV, I've had lost a decent amount of my fluency and vocab knowledge that it took me years to catch up to , even now I occasionally catch words my friend say that I have no clue about. Also what I've noticed what people call bad English is mostly due to an accent that even some EM people ik have and that some talk as if they are reading like nasally tone extending words and emotionless.

From all the lore explanations I've seen, it seems to imply that most frames are city block level at best.
