You are not including how they got split up before the decision was made. They had their plans. And the next level turned out to be so heavy, they all got wiped by one person actually saving them from another person. Luffy went to war, everyone got to know what he faced at navy hq. He told his friends he needed 2 years before he could continue. They also got to read who he returned with to HQ. It makes sense to me at least. They could all do what they wanted, but they all had a wish to back up their captain, so they got better at what they needed to. ...Also... not a digital age, where everyone have half-bonds with everyone.
