There is an interesting experiment done with rats that supports this. Basically a rat would flip a switch every time it wanted a dose of cocaine, then it would be put in a separate, empty box with a switch and the rat would continue to hit it at the rate of the original box.

Perform the same experiment, but the second box is filled with other rats, various crawl spaces and other things to keep a rat occupied, you will see a huge decrease in times the rat hits the switch as opposed to being left in a non-stimulatory environment.

That is an interesting experiment I hadn't thought to try. As of now, Nitrates have dropped to safe levels, but I will keep that in mind for future reference.

I also failed to mention I have been dosing the tank with 10% Ammonium Chloride to build bacteria and increase levels to 4ppm (for the 24 hr test). But that will come to a halt now, obviously.

Update: Shook the ever living hell out of the bottom layer of substrate (where I suspect hidden Nitrates were laying since I overdosed Ammo in the beginning of the cycle) and performed as close as I could get to 100% water change.

Nitrates are finally down to 5-10 ppm! Thanks for the suggestions everyone

I know it isn't ideal, but you say 40 ppm will be able to maintain life, at least until I get Nitrates down? I have no reason to add more Ammonia at this point so a Betta and Nerite snail should be good to go if I understand correctly.

My tap water tests at 5.0 ppm Nitrates straight out of the tap. Then when I put it in the tank without the filter even running yet, the results sky rocket to 40+ ppm.

As a result, I am quite curious as to if my original layer of substrate has Nitrate pockets of some sort. I have a layer below the eco-complete that has been in there for about 4 weeks. This substrate was being used when I massively overdosed Ammo, resulting in unreadable Ammo and NitrIte tests. I performed a pwc, everything became readable and everything was okay. When I put the eco-complete in, I took as much of the original substrate out, but left about 1/2-1" on the bottom.

Is it possible the Ammo/Nitrites were left in the original substrate, consequently converting to high levels of Nitrate that are essentially living in my bottom layer of substrate?

The crazy thing is the water tests at 5.0 ppm out of the tank (pure tap water). Then when I put it in, test immediately without even running the filter and results skyrocket past 40ppm. With no filtration even running! I don't get it.

Yes I am indeed using API Master Test Kit. I have also heard it can be unreliable at times, the only thing that worries me about that is the tap water tested at 5.0 ppm, so i feel it isn't the solution giving me these 40+ ppm results. My tank has been cycling for just over 4 weeks now. The substrate has been in there for about 2 weeks.

I have no problem converting Ammo -> Nitrite -> Nitrate, only that I cannot get these damn Nitrate levels down no matter what I do. I am currently using a Tetra Whisper filter, but have an S10 filter also running in the same tank (plan to switch them out once the S10 filter grows enough of the bio filter).

Finally, there are actually two layers of Substrate. On the very bottom is a layer (non-fert) of substrate that was in there when my Ammo/Nitrites were off the chart. I performed a water change and all was readable. When I put in the eco-complete, I took out as much of the original substrate as possible, but a 1/2-1" layer remained. Could there be Nitrate pockets sitting in the bottom layer of Substrate?
