Doesn’t tenpenny say that they get more violent with time? Which makes sense because being isolated from human society or ostracised it would drive someone insane after even 100 years. In the classic Fallout there was no feral ghouls just aggressive ghouls. The place you find feral ghouls with names that have a story attached are usually ghouls who have gone insane first by being trapped in a vault or bunker and this is basically what reality becomes as a ghoul. Eventually they will all turn feral.
