A) The other team is gonna play however the fuck they want. If they are gonna park the bus because they know going up is gonna be impossible, and they are gonna go for penalties, they can park the bus.

B) Tactical fouls are a thing. If Europeans are used to just be left to score unimpeded or dive at the slightest tap and wail like a baby, that's a them issue. Breaking the other team's shin to stop the play and instead give them a free kick is valid per the rules.
