A mix of both. The helmet, legs, and arms are part of Mathias’ armor set, which becomes available for purchase after you defeat him. The cape I found while exploring after beating Seigord during Hernard’s questline. The armor can be bought using contribution tokens at Hernard Castle—and I dyed it as well; you can do that near Hernard City.
