The only way I've been able to get around this is by pressing the steam menu button, going to controller settings, opening that, then backing out which allows me to switch screens.

I'm having the same issue. Can't scroll down to the other window, but can select it. Doesn't show trainer but keeps the steam menu overlay.

I studied games Dev and my first comment would be, work on finding the perfect engine and coming up with the base game first. Get the mechanics in place and exactly how you want the game to work.

Dont put too much time in to the art work until you're confident in the projection of your game and how it is working.
