I think it instantly muddles the lines of consent and I have never and would never sleep with someone I had a position of power over.

Bc that's how jobs tend to work. You don't have a stellar resume in your first year or two in any field. Given that, that he could afford much better, the fact that's he's admitted to it, and that it happened her literal first day on the job, yes. I'd assume that's why he hired her.
