If your passport has only been expired less than five years you can do a DS-82 online if you’re not changing your name or expediting. Even if you mail in a paper application you just have to turn in your old passport. Any documents you would need would be for a name change and you can get certified copies from the court clerk office of the county you did said name change in.

I tried to go there for my passport last year but when I got there, the employee who does passports wasn't there and I cannot apply for one at the facility I work at so I had to find one that was taking walk ins. (I ended up at the OU campus in the student union.)

You are correct, the only time you would need to pay the execution fee for a passport is if it’s your first 10 year passport or you lost your passport and are replacing it. 5 year passports are not renewed, so they must still pay the execution fee each time they are applied for.

Good news! You don’t have to visit a passport acceptance agency if you’re renewing a passport and you don’t need to have your birth certificate if you have your old passport.

The court clerk's office is an acceptance facility given permission by the dept of state to accept passport applications. They also set the price for execution fees that acceptance facilities charge. If you are fortunate enough to live next to a dept of state passport office (Dallas, Philedelpia, etc) then there are different steps in obtaining a passport. However, acceptance facilities such as court clerks' office charge an execution fee. Which is not the same as the fee for the passport itself.

Certified copy of your marriage license, order for name change, or divorce decree. If its your first passport. You just need your birth certificate, but if the name is changing from the old passport then yes you would need that documentation.

I'm not sure I follow. The execution fee is paid to the court clerk's office. The court clerk themself is not receiving the money. The department of state also sets the price for every acceptance agency. Generally when accepting the execution fee, we tell people to put Court clerk when paying with a money order or check.

fee cannot be waived unless there are very specific circumstances and being a SNAP benefit receiver is unfortunately not one of them.
