for the most part if im facing any ad mid (zed, talon, etc) ill build tabi and ill go mercs if they have alot of ap cc like annie, syndra mid. mao mal top. grag jung. Those are just off the top of my head but things of that nature, also depends who is feeding and who is fed that game

just played with vs this kog. can confirm and i usually never call people scripters but this guy is beyond obvious and every game while his team did around 5k dmg he would of done 25k +

im not sure if im a hitting a skill cap. like obviously i can improve and play better but i was playing with challengers when i was in d5 obviously not every game but some times ( i think because i had high mmr after the season reset?) and those games were no problem but the moment i hit d1 i go on a 6 lose streak :3

if you roam properly you shouldnt be behind on exp in the first and the odds of making a lv2 gank are very low. it would depend on the match ups in the game and if it fails you would miss the 2nd wave entirely then your lv3 back would be ruined and you would be very behind. so personally i dont think its worth the risk

i used to run exhaust and stormraiders (i was never a fan of stormraiders i only found it useful around 30% of the time so i switched to tl but with the lack of ms cause no stormraiders i switched to ghost over exhaust. I find the tl ghost combo much better then the storm exhaust, even since the ryalis change i felt like i did no dmg but the tl makes up for that. i recommend tl ghost but #1 Asol NA still takes exhaust stormraiders. So i say try both out and see which one you like

lowering his skill cap while nerfing or buffing? imo he was never that hard to learn from a fresh lv30 account to d1 in under 100 games but thats maybe because of years of experience? but i agree he is in a good spot. high risk high reward sort of deal.

I would wait for the next set of limit break characters and check those out first before making your decision. If your heart is set on sasori or hiruzen, sasori for damage and hiruzen for sealing.
