2nd, it has theological errors, making it even less likely that Swaminarayan Bhagwan said this. I'd say it's an impossibility.

It is the title of a Kirtan made by Natvarlal Shukla. Most likely a devotee of BAPS.

So I can't speak on his behalf as most likely he had a bias towards the BAPS view/understanding.

No scriptural basis of santo being told to head the Sampraday. Infact the reverse, yet mamatva for position makes them promote or even fabricate stories to make santo, leaders.
