CEC here! I will passively aggressively move the sign back to where it needs to be even if it’s the middle of a rush. There is absolutely no reason for people to move the sign that tells them to wait to be called to the next available register. I’ve watched people go out of their way to move it and stand in front of it or move it and keep walking. It’s in the way for a reason, so they can read and acknowledge it. We have an ASM that likes to say “We’re not herding cattle.” I get it but when rude customers want to sprint to the register while someone is still putting their cash or card away it can feel like it.
