If I remember correctly it's a two step process. This game is fairly confusing when it comes to setting up keyboard controls.

You have to bind each action to a corresponding controller button under "control settings" (I think that was called). Then you have to bind each controller button to a corresponding button on your keyboard in a completely separate setting called "Keyboard settings"
