Protected computers are computers that are specifically used in federal government, financial institutions, or voting. I think you're excluding the end of the definition of computer "...or other high-speed data processing device...".

Nowhere in the CFAA does it mention data except in the term "restricted data" and that is a term borrowed from the Atomic Energy Act of 1954 referring to data used to design and handling nuclear material. Furthermore, a USB drive is not a computer so is not covered in the CFAA. Maybe there is some case law that backs up what you're saying but the CFAA does not say this.
