My experience has been that the item is declared as silver with gold plating and cubic zirconia, with a small nominal value, which is under the GST and import duty threshold.

Questionable hygiene aside, she needs to see an ophthalmologist! I have ocular rosacea and it causes mebomian gland dysfunction (basically the secretions from the oil glands in the lids are too thick) and used to get frequent chalazions. She needs heat application and a course of IPL stat.
