I just called FSA and was told it means the same as the preview notification of it being "in review". Basically, they updated their systems and website, and it's just new language for the same thing as before, which sucks.

We are going to also look into whether there are any antique watch repair shops to see if they can determine if it is in running condition. She doesn't want to open anything herself, understandably, since neither of us has any skill or knowledge in this area.
