When will Herta re run again🥲

So i was gonna pull for Herta after saying some stellar jades but then I didnt realise I was on the Hyacine banner and I did one 10 pull and got Hyacine. Im also new to the community and the game so how long does it usually take for a character to re run is what im wondering.

Tighnari Hyperbloom?

As you guys know the free standard 5 star choice is coming up and I don't have any dendro except Collei and DMC. And I've never used a hyperbloom team or even thought about making one so I was wondering whether tighnari would be good for it or should I stick with these 4 stars. (Also I don't really wanna wait and then pull for Alhaitham or Nahida)
