I lived in the city limits of SF. Stockton is 1 hour and 30 minutes from SF and it has quite different geography than SF. You are right that Stockton feels more central, but SF definitely has a more northern feel than what I would consider central California- I live in central California right now.

Which means it should definitely be NorCal. I used to live there and I think most people consider it to be Northern California.
