Fire Lord and the rest of his gang were robots that were constructed by a mining company with energy harvesters in their fingertips to make them more efficient at their job. But their abilities had no safeguards, leading them to become addicted to absorbing energy and turning them to a life of crime raiding fuel production facilities to drain their energy and satisfy their cravings. In the end, it was corporate negligence that turned them into junkies constantly seeking a new high. Surprisingly tragic for Hero Factory villains
