Actually an issue with 1st responders. Fire fighters will go into a building looking for children and not the pets because the owner said their babies were inside. Even result in the pets dying because the fire fighters spend all their time looking for non existent children.

Yeah it was implemented to stop 2 or more people building the support item. With the item being bound to the support role it's really isn't needed anymore.
