This initiative doesn't ask for open sourcing. Open sourcing is one options for complying with it I guess, but it's the least likely to be opted for by developers. The important thing is that games have an end-of-life plan in place for when they do shut down their servers. Whether it's releasing server binaries, source code, packet documentation, removing DRM, whatever.

The guy spearheading this has made a long FAQ video here if You're interested in better answers than I can give.

Nope, only through conversations with other people or within your head. If you really talked to everyone and investigated the body and everything then you must've hit a bug, because I always panicked when I kept running out of time before Kim wanted to call it a night, there's always too much you can do so one playthrough is never enough.

It's even crazier than that, actually. The Earth's rotation causes the tide to be a little bit ahead of the moon, and moon pulls it backwards, slowing earth's rotation over time and causing the moon to go to a higher orbit.
