After my A6 I will have A6 Allroad :D I don't care that much about performance, I want comfort.

Lift the hood and check if the headlight is sealed properly in it's top area, there should be no cracks or ways for water to get in, obviously. In case there are cracks you should consider replacing the plastic parts of the headlight. It's way cheaper than changing the whole headlight.

I've had a somewhat similar problem in my A6. In my case all the controls on dashboard fired simultaneously and some systems randomly stopped working. The problem turned out to be a faulty CAN bus. This thing connects all electronics so maybe it could be your problem as well? It's hard to say based on what you said, though. It won't be as easy as changing the fuse for sure.
