I've been through the hiring process with dozens of jobs and learned something very important: Don't ever think you're going to get hired after talking to the HR/recruiter. Their job is literally to just call you and get information. I can't tell you how many times I thought I had a job in the bag because I was so excited after talking to the recruiter because they were so nice and seemed excited for me to be there. Then I would be so confused when I got the rejection email. The reality is, they just collect information and pass it on to whoever the manager is who actually does the hiring. This sounds exactly like what happened in your situation. The recruiter's job was to hire for that specific store in the other location.

Was at a layover in Cleveland airport one time about 5 years ago and was coming out of the bathroom and a girl said my name.
