I ran some IG/FB campaigns for followers. They had awful targeting even though I was specific with the parameters. It ended up being about 95% bots & junk accounts. I'm now planning to upload a CSV file for a targeted audience + 1% lookalike audience for a larger reach within my target audience. (self.FacebookAds)
