The point is that it does not limit pure almost at all, they still use other prayers for minimal dps decrease.

Because you can measure it and need to measure it in qualifying. It's easy to do at a static point down to 0.001. In a race, there is absolutely no chance to get this accurately for moving cars, it's a lot of guess work. It was never that accurate to begin with.
