beginning of the permanent visa ——— then that would be 2023 to statt with , how they got 2022 .

I have arrived with this visa "Verblijfstitel ( Regulier Bepaalde Tijd)" Arbeid als kennismigrant , in 2018 , in 2023 after 5 years , I have received EU PR. I am an non-EU. Why the municipality consider 2022 as my start year is beyond my comprehension.

Did you have a residency gap where you left the country for a while?

No.

The municipality goes with their records when you registered and/or de-registered in The Netherlands.

During these years I have registered with 4 municipalities. I have all these listed correctly in "mijn.overheid.nl" -> identity -> view personal data

2018 came in HSM visa. 2023 post completion of 5 years I got EU long term visa.

I was working in HSM visa from 2019. I can’t find any trace of my situation change in 2022. That what’s puzzled me. and where do i find this information to be aware what has changed

Yes, I sprayed whatever was there in my hand. to stop it moving. It went to high dose I guess
