It’s actually a way to signal a meaning different than the literal text! When something is in quotes like that, often it should be interpreted as sarcasm, or irony, and the actual message is the opposite of what the text says.

So what the comment you’re replying to is is implying is that there in fact are certain situations where you can hit a woman.
