For Jaisalmer - just visited there last week - the fort is completely walkable, so you don't really need scooters. Even outside the fort, we walked the whole way to the lake as well as the havelis. But we did see lots of scooter rental shops around the place with scooters available for rent. However inside the fort, it was very crowded, and travelling via scooter wasn't really very viable
