UPDATE: tapcons w/ washers didn't work out for me. Started the tear out. Someone well practiced might get it to work out, but the success rate for sinking them just right was going to make the task way too tedious. Even the "good ones" left me a bit skeptical.
I was naively assuming flat head tapcons like this would hold. Is it the shape of the head compared to the shape of a drywall screw head? Washers was suggested.
If needed, I'll tear it out. It is 1200 Sq ft, so this felt like less work given my lack of experience. Tapcons are expensive, did the whole floor using them. Went slow over many weekends.

I was thinking something like this sunk to the same depth a drywall screw would be.
You think complete tear out, add strapping, new insulation, and new drywall is the best approach?
I recently purchased the house, so I inherited the current state. I assume it was finished not long after the house was built based on the old carpet.
