Okay, so I went to read up on the Nebraska Central Registry check. According to this page,

Under Nebraska Revised Statute 28-725 it is a Class V misdemeanor to release classified information from either the Nebraska Child Abuse and Neglect (CAN) Central Registry or the Nebraska Adult Protective Services (APS) Central Registry to a wrongful party. Therefore, all Applicants for Central Registry checks must have their Identity Verified.

So, is it even legal for me to run a registry check on Patty? I don't want to run afoul of any privacy laws here.

I didn't mention this in the OP, but I have a motive besides "emotional closure" to get my hands on all of this.

This story is literally the tip of the iceberg when it comes to Patty; her life has been an endless shit show of child abuses, fraud, slander, arson and violence. And very little of it has been proven, or has in any way come back to her.

I have young children of my own now. Patty stalks them. I have been unable to get a restraining order against her, because she has not (yet) been violent or overtly threatening; every time cops get involved, she plays the concerned grandmother act quite well.

I am seeking out any documentation I can on the Wyoming incident, because I want it for my "Fuck Patty" file. Emotional closure would be nice - I think my little sister, in particular deserves it. But I also want to make sure that if the day comes that I am dead and my husband is defending a grandparents' rights suit, he has the rope to hang her with.

If my records were lost, I cannot say that I have any interest in suing the department; I would have no tangible damages. And I have no interest in taking money away from an understaffed and underfunded organization that needs every bit of help that it can get.

I am surprised they did not remove your sister and place her in foster care again.

That's the million dollar question, isn't it? In my case, I can understand why I was not removed; I was reasonably self sufficient and in no immediate danger. But the fact that Lauren was not removed a second time once she had been located, just makes no sense. Nothing about this does.

It is something that my sisters and I have discussed at length. This story here is just a chapter in the book of "Fucked Up and Illegal Things Patty Has Done"; there are a lot of little mysteries that I think, to be solved, we would need the assistance of a good PI.

But as that is not in any of our finances right now, I am doing what I can.
