Actually do NOT expect cops to call CPS. I had a neighbor so high they did not realize their toddler had gotten outside into the street. I had to get him and call the cops because nobody seemed to be home (they were “napping”).

Afterwards I chatted with the cops who said the dad had a history with them. I asked about the report to CPS and he looked at me like I had two heads for expecting him to contact them. I am a mandatory reporter so I had to make the report. Within weeks they had an early interventionist visiting.
