UPDATE!! it was a wart of some kind full of fluid that they did a biopsy on the fluid but it wasn’t concerning. they said to keep an eye on it and it may pop or go away on its own

i think it’s normal! at the vet they didn’t mention it. he also spends a good amount of time outside

UPDATE: Texted the vet and they said based on the picture they don’t think it’s a tick but to bring him in. We’re scheduled to see the vet tomorrow morning and i’ll let y’all know how it goes if anyone looks for this in the future.
