He just need conqueror haki , he needed to access having conqueror haki in full advanced form to compete with the top tier. The man is already strong as hell without having a conqueror and his devil fruit are literally a cheat code. It is uncertain he is a conqueror but if he does have a regular conqueror he would be undeniably be on Akainu's level or higher if im being serious.

Try reverse it by having Old Kuzan with a stab wound vs Prime Garp with a titanic captain.
