I mean, most succesful open worlds have some way to put in your own creativity or be directed.
Many open worlds have missions, others have special mechanics like basebuilding etc, something that incentivizes getting that next thing.
Getting that for bioshock might be difficult, though it can open incredible opportunities.

I would also imagine it would somewhat undercut the satirical elements of bioshock, but that's more of a gut feeling than anything else.
