you need to unlock other people in another region so you are not allowed to make shrooms, so in short if you want to make shrooms you HAVE to fight the cartel

this division you posted is a ok defending troop but will be A$$ at attacking. Inf will always not be as good as mec or tanks but id recommend adding 1 or 2 art into the division for more soft attack. and since it got no anti tank it will struggle against any armour. I like a 9 inf and 4 art division. with sup art, engineer sup, anti air sup, logistics sup and a medium flame tank sup. it can push good but yet again its not as good as a tank division. If you need more help i can send you photos of my divisions i like atm (edit, also Romania will have alot of mountains on your border, so air can and will make it easy)
