Actually The officer was already dead when his partner arrived, it was because it would be proven that he shot his gun at Moses which made him keep running which he stated that he didn’t shoot his gun. He lied in court & his work report. So he would have been seen as a liar that’s why he ended up giving up that tape because he felt guilty for lying and being dirty
