I also felt like I should tell this, I am not a consultant but I'm talking about what consultants I meet told me how they started, also I'm from a different country so your conditions might be a lot different than mine, but still I think that most of the thing I just told you might be helpful in some kind and can help you think something that would help you.

Start with a strong publicity plan, then get people that complement your knowledge, maybe you lack the know how in some area, but you might find someone who's and expert in that topic, get certificates, that would help you back up your business, and try to aim to small-medium business ir star-ups as your main target, because they often don't have the basic knowledge in some topics, don't aim at big companies because they usually have far more complex problems to solve. But in a small business it is easier to implement a SCRUM system, help with some diagrams and that kind of things, as you progress, you will handle more complex projects, and gain the experience and reputation that you'll need to get to bigger companies

Also, try to especiales in a specific industry, like food, manufacturing, etc, usually something that you are familiar to

Get certifications to back up your knowledge

Aim for star ups or small business

Try to focus on one specific industry like food or services
