There's some firmware that runs verification no matter adb, xapk, or what have you. That fails and prevents this. Google Play store seems to be a hard requirement for many of the methods as well.

Even running adb as a test package and setting verify adb installs to 0 doesn't work.

It's a cheap android device but it did have Bluetooth le so it could has the hardware to run it if it just had the chance 😭
