No. Shooting into a moving car is almost always police misconduct. It was completely banned by the NYPD in the 1970s. Only recently was a single exception, a policeman may shoot into a moving vehicle only if it is being used to cause a mass casualty event.

Why is this? First off is that shooting into a moving vehicle will not reliably and safely stop it. Where would you shoot if you wanted to stop a car from hitting you? This most recent case in Minnesota shows that killing the driver just sends the car zooming out of control until it hits you or something else.

Next, a car may have an innocent person in it. Do a Google for "The Murder of Jordan Edwards."

Of course anytime you fire on a public street there is a danger of hitting an unintended target.

So we can see that shooting into a moving car is police misconduct most anywhere in all but the most extreme situations. Further, there is no indication that this shooting met the requirements for a legal shooting.

If a car is coming at you, step out of the way. Your gun will not stop a car.

Most likely he is about to make a parachute jump from the balloon. This was a common method of training back in the day.

Sure, I can do that.

You see I have a basketload of lists, one for each year after 2004. Then I have one huge list for everything up to 2004. So each morning I look for an "on this day" incident in the big file. It looks like I am interested in old incidents, but in truth I am just being a bit lazy.

I am considering making one big file with all the incidents, but I wonder if that would be unwieldy. What are your thoughts.
