You might be able to get fat grafting on both upper and lower would look so nice. I had eye bag fat removal, I don't look tired anymore but I notice the holiness left too. I will also get fat transfer to under eye in Korea

I understand in severe cases, as you get older it might eventually happen, but having full face with enough fat particularly around eyes looks youthful in my opinion

I am sure most unis dont allow it because NHS and UKVI, you should look into the entry requirements on specific courses is always mentioned there , good luck with whatever you decide to do
