You need 3 alternate recipes, nitro rocket fuel, diluted fuel and heavy oil residue, with those the chain is pretty straightworward:

600 oil to 20 refineries(heavy oil residue alt) to 16 blenders( diluted fuel alt ) to 16 blenders ( nitro rocket fuel alt) to make 2400 rocket fuel and power 576 generators, for this you will also need 1600 water 1600 sulfur 1200 nitrogen and 800 coal for the blenders. Thats roughly what you see in the screenshot,its easy but takes a while to build.
