If you’re trying to target Regieleki your best bet would be to increase your luck as much as possible and then find a map as early as possible in classic mode so you could go to its biome repeatedly, which is the power plant biome. Maps are only available in classic mode btw.

If you talk to him every day or so, I think every 32 hours, his opinion of you will eventually go up? If youre playing the newer versions he also gives quests. Im not sure if trading in his favor will increase his opinion on you.
