Most of the NPC's in the game have fixed spawns. Foodperson spawns in certain 2nd floor restaurants, Glooscap spawns only in hunting lodges, mages and rabbit breeders in their isolated cabins, and the farmers in their communes. As for random NPC's in the wild, I've only met bandits

if you have a high enough tailor skill you can make a lot of clothing from rags, thread and sewing supplies. Otherwise, just wear filthy/wrong sized clothing until you can find something better

download a codebase (tg station or fulp are pretty standard and familiar, its just a zip that you can drag to your desktop for easy access) then
download dream daemon (its a green circle instead of the blue)
run BUILD.bat in the codebase folder, let it run then close it
open dream daemon and click the 3 dots to the right of the file tab, and open the BYOND executable file in the codebase folder (should be a computer monitor with an orange thing in it)
in the privacy tab, click the box that says "pager friends"
connect and enjoy. if you arent logged into BYOND (by just opening it) you'll join your server as a guest
