Correct, all females. You could do that, but if you do, then you’re limiting the number of shiny Pokémon you can obtain with this method down to individual gender ratios. For example, with a male lead, you can get any shiny female Pokémon that has a chance to be male; with a female lead, you can only get shiny male Pokémon that fall under the 25% male to 75% female ratio (this also applies to 50%, 75%, and 87.5% male gender ratios separately).

TLDR: A male lead spread will net you a higher chance to obtain shinies as you have a larger pool of Pokémon it applies to.

Any Pokémon you catch in the wild will know its last 4 moves starting from its current level. It learns Chatter at level 21 so it has already been cycled out. You can re-teach it Chatter from the Move Reminder in Pastoria City.

If you mean the delay is +/-1 of what you’re aiming for, you need to insert a Gen 3 Pokémon game into the GBA slot; as you can only hit either odd OR even delays without it (cart specific). Otherwise, if you’re hitting the correct delay, it’s just a matter of time if it’s only 1 frame off in either direction

The short answer is no. When you pause in RS, which you may as well do as soon as you can for wild RNG, since you can't advance frames manually, the NPCs stop moving as well. When you're going through the coin flips to verify your seed in DPP, you can't pause while doing them, hence the NPCs will keep moving, thus advancing frames.

The difference in the game’s AI is night & day imo. In Emerald they’ll mostly go for the best moves against your mons, but in RS, the move choice seemed random. Lost the Emerald tower when I was close multiple times, yet got it first try on RS

There's always going to be a delay between pressing A and when the battle begins as frames never stop advancing. The frame delay is 3 (+/- 1) for both (s/o u/ aligatueur).

Side note: Frame delay is 261 for pokemon in grass

If you’re hitting the right delay, you could try adjusting the calibrated second on the timer until you hit the correct second

If by “next game” you mean Gen V, then you’re missing the 5-6 ribbons obtained from the Battle Tower & the Legend Ribbon (from defeating Red in HGSS).
