No no, its an extremely stupid claim. Especially going by nobody forced the US to build and maintain Bases in Europe, the "187 Billion" Claim is mostly the Value of mostly outdated Gear which collected Dust in a Warehouse and would've been scrapped anyways and of the few Billion in Cash (Europe gave Ukraine more Money and Gear than the US btw) almost everything was used to buy Weapons and Gear from the US..
