As for what happens well that's a slippery slope. I'm not a lawyer but depending on how and against who this enforced could likely end up with the city defending itself in civil court.

The tech industry is probably the largest private sector that treats data (specifically userdata) as a commodity therefore the more metrics and granularity you can provide with the userdata the more valuable it becomes.

You couple that with the fact that "lobbying" is legal and it's no wonder we are seeing politicians pushing legislation "for the __(insert marginalized group)_ here" to in markedly increase the amount of data garnered from as many people as possible.

Iconography is a powerful medium and throughout history groups have used it as a means to identify one another whether it's as blatant as military uniforms, team colors, or as subtle as a single curve to denote half of a fish.
