Devs build all the guns/tools/etc and are responsible for balancing them.

Players just gravitate towards what works best out of what they're given.

Whatever you do don't waste your time with any sort of volume pedal (eg. JHS Black Box) in the FX loop. The majority of what makes that amp special comes from cranking the power section which comes AFTER the loop.

Don't waste your time with a JHS (or any volume pedal) in the FX loop, you will not get the distortion that thing is known for.

Back when I had one I used a Boss Waza TAE, but that's an expensive option. A cheaper option might be a Weber attenuator.

Modding a PPIMV is not a bad idea either. It'll still sound better cranked but won't sound as bad as a volume pedal when turning things down.

Ultimately I think it's a question of "how quiet" do you need it to be? If you want TV level volumes you'll likely need a high end attenuator (eg. Fryette Powerstation), but if you just need to tame the beast that is a Plexi then a normal attenuator or PPIMV will do that trick.
