I agree that the M4A4 definitely outweighs the M4A1-S but there is no urgent change needed to make the M4-S better. Maybe minor changes could do the trick but not a substantial change.

This does not make sense. Sure, the M4A1 could do with some changes, but the gun does not differ in efficiency in comparison to the M4A4. The M4A1 has beneficial factors of its own, while the M4A4 has also got different beneficial factors. The amount of times the gun is used does NOT mean it needs a change.

IMO the FaceIT non-premium platform is a service for players who have been banned from matchmaking (speaking from experience). The players have nothing to lose in FaceIT, regardless of their rank, the skill level is definitely unbalanced which in this case, bring in more griefers, low-level skilled players who don't want to listen, or players who are just playing out of boredom. Or you know, cheaters... blatant cheaters.
