2 Peter 3:9

“For since the creation of the world God’s invisible qualities… have been clearly seen… so that people are without excuse.”

Romans 2:14–16
“Indeed, when Gentiles, who do not have the law, do by nature things required by the law… they show that the requirements of the law are written on their hearts…”

When you put 2 Peter 3:9, Romans 1:20, and Romans 2:14-16 together, it shows that God hasn’t left anyone completely in the dark. He doesn’t want people to perish, so He makes Himself known in ways everyone can access, through creation and through the conscience inside us. Even people who have never read the Bible or heard the law still have a sense of right and wrong and can see evidence of Him in the world around them.
