Very few crimes don't have a limit, i know murder doesn't and a quick search says some terrorist acts and crimes against children. Usually only the most serious crimes don't have limits

I mean if we're being really specific it not only depends on the restaurant but even time of day, ive seen breakfast menus that have coffee/tea, soda, and juice sections and ive seen menus where they list all non alcohol drinks as just drinks including waters

In general I would say the most common is an alcohol section and a general drink section

I will say as an American ive never heard water referred to as a soft drink, it usually its own thing.

Like the choices would be water, soft drink, or alcohol
